There shall be a personnel board consisting of five members appointed by the mayor, with the consent of the City Council, for overlapping six-year terms; provided, however, that for the first appointment under the provisions of this ordinance, one member shall be appointed for a term of two years; two members shall be appointed for a term of four years; and two members shall be appointed for a term of six years. All appointments shall begin July first in an even-numbered year. A member may not hold any other office or position in the City.
The Personnel Board shall have power to subpoena officers and employees of the city and other persons to testify and to produce documents and other effects as evidence.
